The Middle East:
selling movement between enemies

In 2017 Saudi Arabia and the UAE blockaded Qatar and reportedly threatened to invade. Epstein was corresponding with all of them — advising Doha to de-escalate, discussing the Aramco IPO, speculating that Abu Dhabi had set up the Saudi crown prince. And in November 2018 he brokered a previously unknown meeting between a former Israeli prime minister and a former Qatari prime minister.

What Made the Middle East Different
Everywhere else Epstein sold access to one side. In the Gulf he sold the ability to move between sides that were not speaking to each other.
In 2017 Saudi Arabia and the UAE blockaded Qatar and reportedly threatened to invade. Epstein was corresponding with all of them. He advised Doha on de-escalation, discussed the Saudi Aramco IPO, speculated in writing about whether Abu Dhabi had set up the Saudi crown prince — and in November 2018 brokered a previously unknown meeting between a former Israeli prime minister and a former Qatari prime minister.

The product he was selling here was adjacency to enemies. Its value depended on being trusted by parties who did not trust each other — which required that none of them regard him as belonging to any of them.

That is why the Gulf file looks so different from Africa or Europe. There is no property, no recruitment operation documented in the region, and no victim account placing abuse there. What there is instead is a sustained attempt to insert himself into a live regional crisis between four US allies.

Reuters’ essential caveat, which governs every section below and which this hub adopts as its standard:

Reuters was unable to ascertain how successful Epstein was in seeking to influence his contacts in the Middle East, and whether his advice was heeded.

What is established is the attempt, not the effect. On the one policy question where the outcome is knowable — the blockade — Qatar did the opposite of what he urged, and was vindicated.

The one concrete regional consequence. The chief executive and chairman of DP World, the Dubai-owned ports operator, resigned. Two major international investors suspended new investment. That is the extent of the fallout anywhere in the region.

No Middle Eastern government has opened an investigation.

The Structural Comparison

Africa — he sold things to states: aircraft, surveillance, port introductions.

Europe — he collected people inside states: ministers, diplomats, royals.

South America & Ukraine — the source end: recruitment.

The Middle Easthe sold movement between states that were in open confrontation.

It is the only region where his documented activity is primarily diplomatic.

A Note on the Intelligence Claims

Long-running claims that Epstein operated for Mossad — principally from former Israeli intelligence officer Ari Ben-Menashe — resurfaced with the release.

Israeli officials have denied them. Former PM Naftali Bennett called them “unfounded” and part of a “smear campaign.” Benjamin Netanyahu stated that Barak’s personal ties do not imply state espionage. No document in the release establishes an intelligence relationship.

This hub documents Barak’s business relationship with Epstein, which is extensively evidenced, and does not treat the Mossad claim as established.

Qatar Full file →

The crisis. In June 2017 Saudi Arabia, the UAE, Bahrain and Egypt blockaded Qatar over accusations that Doha had failed to curb ties with Iran and supported terrorism — which Qatar denied. The Saudis and Emiratis reportedly threatened to invade. It pitted US partners against US partners.

Epstein’s intervention. Documents reviewed by Reuters show he tried to advise Qatari business leaders and political figures throughout.

His correspondent was Sheikh Jabor Yousuf Jassim Al Thani, a businessman and member of Qatar’s ruling family.

What he told them to do. De-escalate: “stop kicking and arguing…let the heat come down a bit.”

What he thought of their government. Blunt, and now awkward: “the current Qatar team is very weak” and “FM is not experienced and it shows.”

Qatar’s foreign minister at the time was Sheikh Mohammed bin Abdulrahman Al Thani — who today serves as both foreign minister and prime minister. He has not commented publicly on Epstein’s characterisation of him.

The strategic advice. Epstein urged Doha to forge links with Israel to stay in Donald Trump’s good graces during his first term, suggesting Qatar either move towards recognising Israel or pledge $1 billion to a fund for victims of terrorism.

The outcome. Qatar did neither. It stuck to its independent course, and in 2021 the blockading countries restored ties with Doha. Relations between the Trump administration and Qatar are now strong.

On the one Middle East policy question where the result is measurable, his advice was rejected and the rejection was vindicated.

Why He Thought It Would Work

Epstein’s Middle East correspondents were mostly former officials — a retired Qatari prime minister, a former Israeli prime minister, a former Kuwaiti minister.

He was betting that in Gulf systems, formal office matters less than proximity to ruling families — and that men out of government retained real influence.

It is the same bet he made on Prince Andrew's access to Xi Jinping four years after Andrew left the trade role.

Section 03

The Back-Channel

The single most consequential documented act in the Middle East file.

November 2018. Epstein brokered a previously unknown meeting between Ehud Barak — former Prime Minister and Defence Minister of Israel — and Hamad bin Jassim bin Jaber al-Thani, known as HBJ, the former Prime Minister of Qatar.

Epstein wrote to Barak afterwards: “just left hbj.”

What that meeting was. A private, unrecorded encounter between senior figures from Israel and Qatar — states with no formal diplomatic relations — arranged by a convicted sex offender, at the height of a Gulf crisis.

The stated objective, in his own words. In a July 2017 email to Anas al-Rasheed, a Kuwaiti professor and former cabinet minister, Epstein wrote:

“I am keeping our primary goal in mind. in that regard I know that HBJ would like to sit with MBS in a face to face. IF your guy can organize, i think it would be a good step”

Read what he was attempting. To arrange a face-to-face between the former Qatari prime minister and the Saudi crown prince — the principals of a blockade — through a Kuwaiti intermediary.

Kuwait was the actual, official mediator of the Gulf crisis. Epstein was operating alongside a real diplomatic process, through one of its participants.

The caveat that matters. HBJ, Barak and the others were all out of government. But as Reason noted, Epstein clearly believed they still had influence in the Gulf — and in these systems, that belief is not obviously wrong.

Neither Barak nor the Qatari embassy responded to requests for comment.

Why This Is Genuinely Remarkable

Set aside everything else about him. In November 2018:

He was a registered sex offender, ten years post-conviction.
The Miami Herald investigation was weeks from publication.
He was eight months from arrest.

And he was arranging a private meeting between former heads of government of Israel and Qatar, while trying to convene the Qatari and Saudi principals of an active blockade.

Whether anything came of it is unknown. That he could arrange it at all is the finding.

The most heavily documented Middle Eastern relationship, and the only one that produced a resignation.

Sultan Ahmed bin Sulayem was chief executive and chairman of DP World, the Dubai-owned global ports operator. He appears in the files more than 9,400 times.

He resigned following the release — the most immediate fallout anywhere in the region.

What Epstein called him. In 2013, proposing a meeting between Barak and bin Sulayem, Epstein described him as “Maktoum’s right hand” — a reference to Sheikh Mohammed bin Rashid al-Maktoum, ruler of Dubai and vice-president of the UAE.

The Barak channel. Emails show Epstein acting as intermediary in meetings between Barak and bin Sulayem. Drop Site published a series of these on January 14, 2026.

The detail that has travelled furthest. Bin Sulayem ordered DNA test kits for the royal family of Dubai using Epstein’s address.

The investor response. British International Investment and Canada’s La Caisse suspended new investments with DP World, citing concerns about bin Sulayem’s alleged ties to Epstein.

The state response. The UAE appointed a new chairman for the Ports, Customs and Free Zone Corporation — read as an effort to stabilise investor confidence.

Why DP World matters strategically. It has expanded across the Middle East and Africa with UAE foreign policy support, and its operations have drawn renewed focus amid Emirati–Saudi rivalry in the Red Sea. In July 2025 it signed an $800 million deal with Syria to develop the Port of Tartous.

The Africa Connection

The DP World thread is the single clearest link between this hub and the Africa hub.

Kenya — Kenyatta access emails re Mombasa, Lamu and Kisumu (EFTA02339105). The concession collapsed.
Nigeria — a January 2019 signing (EFTA01027677).
Tanzania — a 30-year Dar es Salaam concession, October 2023, $250M rising to $1B.

Saudi Arabia Full file →

The Ritz-Carlton purge. In November 2017, Saudi Crown Prince Mohammed bin Salman detained hundreds of princes, ministers and businessmen at the Ritz-Carlton in Riyadh in what was presented as an anti-corruption campaign.

Epstein was told to keep a “close eye” on Saudi Arabia as it unfolded.

What he wrote. In an email to an associate, he said the matter appeared to be bigger than a standalone incident — adding that he would not be surprised if Mohammed bin Zayed, then crown prince of Abu Dhabi, had set up the Saudi crown prince in the crime.

Read that as an artefact rather than an analysis. It is a private individual, in real time, speculating in writing that one Gulf crown prince had entrapped another. Whether he had any basis for it is unknown, and no evidence supports the claim.

What it establishes is the register he operated in: he wrote about Gulf succession politics as an insider with a view.

Aramco. Epstein discussed the Saudi Aramco initial public offering in dozens of email exchanges — the largest IPO in history, and the centrepiece of MBS’s economic programme.

The tent. MBS reportedly gave Epstein a Bedouin tent as a welcome gift during a visit to Saudi Arabia.

What is not established. That Epstein met MBS, advised the Saudi government, or influenced the Aramco listing. The documents show discussion and one reported gift.

The Pattern to Watch For

Across four continents the same evidentiary shape recurs: Epstein discussing a major state matter at length, in detail, with apparent confidence — and no document showing he affected it.

Aramco — dozens of exchanges, no documented role.
The Beijing fund — $750M reported to him, outcome unknown.
The Zimbabwe currency — a proposal, no implementation.
The Qatar blockade — advice given, advice rejected.

Volume of discussion is not evidence of influence. It is evidence of access to the conversation.

Ehud Barak is the hinge of the entire Middle East file — the person through whom the Gulf, African and intelligence threads all connect.

Who he is. A decorated general, Prime Minister of Israel 1999–2001, Defence Minister 2007–2013. Described in the reporting as one of Epstein’s close business partners.

The 2015 email. Epstein wrote to Barak about his personal interest in “the intersection between the business, military, and intelligence worlds.”

That sentence is the most concise statement of his actual business model anywhere in the archive.

What the partnership produced, as documented across this site:

  • The Gulf back-channel — the November 2018 Barak–HBJ meeting, and the earlier proposed Barak–bin Sulayem meetings from 2013.
  • Surveillance exports to Africa — the Côte d’Ivoire national surveillance centre and Nigerian equipment contracts, with former AMAN chief Amos Ze’evi-Farkash.
  • Libya — ex-MI6 and Mossad agents engaged over frozen asset recovery in 2011.
  • Investment — Israeli technology ventures in the security and emergency-response sector.

Barak’s position. He has acknowledged visiting Epstein and maintains he never observed inappropriate behaviour. He did not respond to a request for comment on the HBJ meeting.

He has not been charged with any offence.

The One Sentence That Explains Everything

Epstein to Barak, 2015 — his stated personal interest:

“the intersection between the business, military, and intelligence worlds”

That is not a hobby. It is a market position. Every documented operation on this site sits at that intersection: surveillance sold to African states, port concessions backed by a Gulf state's foreign policy, a back-channel between Israel and Qatar, and a claimed route to the Kremlin.

Section 07

Kuwait and the Rest

Kuwait — the intermediary. Anas al-Rasheed, a professor who served as Kuwait’s information minister from March 2005 to May 2006, was Epstein’s route toward the Saudi–Qatari meeting.

The July 2017 email — “IF your guy can organize” — indicates al-Rasheed had, or was believed to have, a channel to MBS.

Kuwait was the official mediator of the Gulf crisis. Epstein was working through a former Kuwaiti minister at exactly the moment his country was formally mediating.

Egypt and Bahrain. Both were parties to the blockade. Reporting indicates Epstein sought to cultivate ties with figures in Egypt. Neither appears as a substantive operational thread.

Syria. Appears through DP World rather than Epstein directly — the $800 million Tartous port agreement signed in July 2025, six years after his death. It is included because it illustrates the strategic value of the ports relationship he brokered introductions for.

Turkey. The Ankara Public Prosecutor’s Office opened an inquiry into trafficking allegations in December 2025 — the earliest official response to the files of any country, prompted by an opposition MP’s questions. Nothing further has been published.

Iran. Appears only as the subject of the accusations against Qatar. No Iranian connection is documented.

What Is Absent From This Region

Across nine countries and six years of documented activity:

No property owned by Epstein in the region.
No recruitment operation documented in any Gulf state.
No victim account placing abuse in the Middle East.
No investigation opened by any regional government.
No charges anywhere.

The Middle East file is diplomatic and commercial. That distinguishes it from every other regional hub on this site.

In November 2018 — ten years a registered sex offender, weeks before the Miami Herald investigation, eight months before his arrest — Jeffrey Epstein arranged a private meeting between a former Israeli prime minister and a former Qatari prime minister, while separately attempting to convene the Qatari and Saudi principals of an active blockade.

Whether any of it mattered is unknown. That he was in a position to attempt it is the record.
