Ehud Barak: The Central Figure
Who he is. Israel's most decorated soldier. Former Chief of Staff of the IDF. Former Prime Minister (1999–2001). Former Defence Minister (2007–2013) — a role in which he held oversight of Mossad, Shin Bet, and military intelligence. He is the most powerful intelligence official his country has produced in a generation.
The relationship. The Wall Street Journal reported — and the DOJ files confirm — that Barak visited Epstein's properties more than 30 times between 2013 and 2017, immediately after stepping down as Defence Minister. Drop Site News reporting, based on authenticated emails, shows "intimate, oftentimes daily correspondence."
The directionality. The most striking finding of the Drop Site investigation is who needed whom. It was Barak who relied on Epstein — for access to US intelligence officials, Russian oligarchs, business contacts, and global power brokers. Reporter Murtaza Hussain: "It's not Epstein chasing Barak — it's Barak chasing Epstein."
The Africa application. Drop Site describes Epstein as having "exploited his network of political and financial elites to help Barak, and ultimately the Israeli government itself, to increase the penetration of Israel's spy-tech firms into foreign countries."
His response. Barak has publicly apologised for the association, calling it "a mistake in hindsight," and states he was unaware of Epstein's crimes. He denies all allegations of sexual misconduct.
The majority of the Barak documentation comes from Handala, a pro-Palestinian hacking group with reported ties to the Iranian government, which released 100,000+ emails from Barak's inbox in October 2024. These were published by Distributed Denial of Secrets and investigated by Drop Site News.
Drop Site authenticated the emails through timestamp analysis and cross-corroboration with House Oversight Committee releases. Major elements have been independently confirmed.
The source is a hacking group with a political agenda and possible state ties. This is disclosed wherever Handala-sourced material appears.

The Côte d'Ivoire Deal
The full chain, as documented by Africa Confidential and Drop Site:
- Nina Keita — President Ouattara's niece — connects Epstein to the presidential circle from 2011
- January 2012 — Epstein visits Abidjan, meets Ouattara in a ministerial suite Keita booked
- Ouattara travels to Jerusalem, meeting both Barak and Prime Minister Netanyahu
- Epstein arranges a New York meeting between Barak and Ouattara's chief of staff
- Epstein meets Ouattara's inner circle privately in New York — his son, his niece, his chief of staff
- The proposal: a national surveillance centre monitoring Ivorian phone and internet communications, built by a French-Israeli security firm
- Designed with input from Aharon Ze'evi-Farkash, former head of AMAN — Israel's military intelligence directorate
- Routed through MF Group and Logic Industries to obscure state involvement
The outcome. The surveillance centre did not close, reportedly over price. But in 2014, Israel and Côte d'Ivoire signed a formal security agreement — the foundation for Israel's expanding intelligence footprint in West Africa.
The documented consequence. Human rights observers have noted Israeli-supplied surveillance tools being used by the Ouattara government to silence dissent and criminalize speech.
Ze'evi-Farkash's involvement is the detail that distinguishes this from private consulting.
A former head of Israel's military intelligence directorate designing a mass surveillance system for a West African government, routed through private firms so no state signature appears, brokered by a convicted sex offender through a president's niece.
Each layer removes an accountability mechanism. Together they remove all of them.

Section 03
Nigeria
Barak continued leveraging African relationships to promote Israeli security products after the Ivorian effort. In Nigeria, he helped facilitate contracts for digital surveillance equipment, with Epstein's network providing the introduction infrastructure.
The scale of the market. Nigeria is Africa's most populous country and largest economy. Its security services have faced sustained international criticism over surveillance and detention of journalists, activists, and protesters — including during and after the 2020 #EndSARS demonstrations.
What is and is not documented. The specific contracts, values, and systems are not detailed in publicly available reporting. What is documented is the mechanism and Barak's role in it.
The same intelligence figures recur across Epstein's surveillance-adjacent investments:
Carbyne — Israeli emergency/surveillance tech. Epstein invested and pitched Peter Thiel. Barak co-invested. Ram Ben-Barak, former deputy director of Mossad, in leadership.
Fifth Dimension — Israeli AI/surveillance. Benny Gantz (former IDF Chief of Staff, later Defence Minister) and Ben-Barak in leadership. Later sanctioned over election interference allegations.
The same former Mossad deputy director appears in both companies, both connected to Barak, both moving through Epstein's network.

Libya: The Asset Recovery Scheme
2011. In the chaos following Gaddafi's fall, the files reveal that Epstein and Barak explored using former MI6 and Mossad agents to recover frozen Libyan assets — potentially worth billions.
What this represents. Not a sale, not an introduction — a direct attempt to extract value from state collapse. Libya's sovereign assets were frozen internationally as the state disintegrated. Epstein and a former Israeli Defence Minister assembled a team of retired Western and Israeli intelligence officers to pursue them.
The timing. This is the same year Epstein was building the Ivorian presidential channel and deepening the Karim Wade relationship. Three simultaneous African operations, each with a different mechanism.
Epstein's own framing. He wrote to Barak in February 2014: "With civil unrest exploding in Ukraine, Syria, Somalia, Libya, and the desperation of those in power, isn't this perfect for you." Barak replied: "You're right in a way. But not simple to transform it into a cash flow. A subject for Saturday."

State collapse as market opportunity. Desperation as leverage. This is Epstein describing his own business model in a single sentence, to a former Israeli Defence Minister, who did not disagree — only noted the difficulty of converting it to cash flow.

The Global Pattern
The African operations are not isolated. The same Epstein–Barak mechanism appears across at least five jurisdictions, all documented in the Drop Site investigations:
- Mongolia (2013–2017) — Barak travelled there weeks after stepping down as Defence Minister, with Epstein coordinating. A Presidential Advisory Board launched January 2014. By 2017 Israel and Mongolia had signed a formal security agreement.
- Côte d'Ivoire (2012–2014) — surveillance centre proposal; 2014 security agreement signed.
- Nigeria — digital surveillance equipment contracts.
- Syria / Russia (2013–2016) — a covert backchannel to persuade Russia to facilitate Assad's removal. Barak thanked Epstein in writing for "setting the whole thing together."
- Libya (2011) — frozen asset recovery via former MI6 and Mossad agents.
Drop Site's assessment: Epstein had "a knack for steering the superpowers toward Israel's interests by leveraging a social network that intersected the Israeli, American, and Russian intelligence communities."
Benjamin Netanyahu: "Jeffrey Epstein's unusually close relationship with Ehud Barak doesn't suggest Epstein worked for Israel. It proves the opposite."
Naftali Bennett: "100% certainty — categorically and totally false." As former PM he stated he oversaw Mossad and would have known.
Yossi Cohen (Mossad Director 2016–2021): "Absolutely nothing — not an agent, not an operative, nothing."
These denials address whether Epstein was a Mossad agent. They do not address the documented commercial and diplomatic operations described above, which no official has disputed.

Assessment
What the Israel Thread Shows in Africa
Across Africa, the Israel connection is the clearest demonstration of what Epstein actually sold: the convening power that no institution could replicate.
A former Israeli Defence Minister and a West African president's chief of staff meeting in New York. A team of retired MI6 and Mossad officers assembled to pursue Libyan assets. Surveillance systems designed by AMAN's former head, routed through private firms, sold into states with limited oversight.
None of these arrangements would survive contact with a formal diplomatic process. That is precisely why they went through Epstein instead.
What did Côte d'Ivoire buy under the 2014 agreement? Not public.
Did the Libyan asset recovery proceed? No document establishes an outcome.
