Biosecurity:
access, money, and what isn’t there

Polio is the single largest health thread in the files — 585 documents, 228 of them in 2013 alone.

It reaches Epstein through the International Peace Institute, which ran polio-eradication work in partnership with the Gates Foundation. Briefs on Afghanistan, Pakistan, Nigeria and Somalia were sent to him directly.

And he set the funding. In September 2013: "I would do a millon a year for each area." IPI’s president worked it to $15 million over five years and asked: "Pls give guidence." A month later, Gates Foundation grant proposals were being routed to Epstein — "Grant #2 = Project Support for Polio… $2.5M – $4M."

This is the part of the record most often mischaracterised. It is not evidence that Epstein controlled a vaccination programme. It is evidence that a convicted sex offender was inside the funding architecture of one — setting amounts and being asked for direction.

Ebola changed the framing, and the files show it happening.

In September 2014 IPI’s president sent Epstein a concept paper for a "Nexus Centre for peace and health, taking into account the serious impact of Ebola. The world needs such a Centre more than ever." By March 2015 Epstein was forwarding the agenda for a Geneva meeting on pandemics.

That meeting became "Preparing for Pandemics," held at the Palais des Nations on 12 September 2015, with the WHO’s Director-General and the ICRC’s president speaking. IPI staff drafted the outreach for Epstein’s approval: "Thanks, Jeff that makes sense!"

And in April 2015 a separate channel appears. Nathan Myhrvold — the former Microsoft CTO — asked Epstein: "can I have Kathy Ruemmler’s email — I promised to send her the bioterror memo." Ruemmler had been White House Counsel. Epstein was the address book between a technologist’s bioterror memo and a former senior government lawyer.

Read across a decade, the health material is not a series of separate interests. It is one repeating shape.

An outbreak or a programme arrives. An intermediary briefs him privately. He sets or is asked about money. The material is then routed onward — to a foundation, an institute, or a government contact.

The same structure appears at least four times:

2010, synthetic biology. A dinner, then Bill Gates’s science adviser briefing him on codon deoptimisation for polio vaccines and on an unregulated field — while preparing "3 think tanks with BillG."

2013, polio. Briefs on Pakistan, Afghanistan, Nigeria and Somalia. He sets the figure — "a millon a year for each area" — and is asked for "guidence." Gates Foundation grant proposals are routed to him.

2014, Ebola. Five channels in six weeks — a drug pitch, a diagnostic solicitation, a revised strategy paper, a market note, and Gates’s own schedule with the President.

2015, pandemic preparedness. He forwards the Geneva agenda, approves the outreach language, places his assistant on the conference staff, and routes a bioterror memo to a former White House Counsel.

The subject changes each time. The position does not. He is never the scientist and never the official. He is the point through which briefings, money and introductions pass — and each cycle leaves him better placed for the next.

Because this material circulates heavily, the apparent hits deserve to be read rather than dismissed. All were examined.

"Wuhan" returns 32 documents. None are Epstein correspondence about pandemic origins — but they divide into three groups, and one of them matters for how this archive should be used.

Roughly a dozen are OCR corruption. "Wuhan" is what the scanner made of "Deutsche Bank Alex. Brown" ("Wuhan Bank Alex. Brawn"), of "withdrawals" ("ATM and Debit Card Wuhan-mats"), of "Jet Aviation", and of "conditions". These are bank statements and aircraft invoices, not China.

Around seven are legitimate and unrelated: academics from Wuhan University on consciousness-conference speaker lists, a Chinese billionaire’s education, payment-terminal deployment figures, and LNG pipeline maps in the House Oversight set.

The remaining thirteen are real COVID-era news content — sitting in records dated before Epstein died. They include Reuters on US intelligence examining Wuhan lab reports, the Washington Examiner on a former intelligence director calling the lab-leak evidence "overwhelming," the WHO origins report judging a laboratory accident "extremely unlikely," and text on the PREDICT programme noting that one of the laboratories it trained "was the Wuhan lab that first identified the virus that causes COVID-19."

That third group is an archive-integrity problem, and worth naming as one. News digests from 2020 and 2021 have been swept into documents whose header dates read 2010, 2016 and 2018. The same artifact produced 110 phantom "Fauci" hits and 12 phantom "Ralph Baric" hits — the latter being OCR of "Deutsche Bank." Anyone searching this corpus by keyword and date will find COVID material apparently predating the pandemic. It is contamination, not prescience.

On the rest: "gain of function" returns two documents — one the contaminated news text above, one a paper using the phrase in ordinary genetics. "Lab leak" returns one, unrelated. The 71 documents dated 2020 are estate and litigation records.

And no bioweapons work, laboratory funding of that kind, or contact with outbreak-origin virologists was located. Searched, not located — across 94.1% of released documents
