This report documents recruitment methods and the survivors’ own public accounts. It contains no description of abuse. The finding that organises everything below comes from LatinAmerican Post’s analysis of the BBC investigation, and it is the most precise description of the mechanism anywhere in this archive:
“In Brazil and across Latin America, exploitation often doesn’t start with chains or force. It starts with obligation, taking papers, and turning hope into debt. A girl thinks she’s going to work, but work becomes an excuse for control.”
And the sentence that explains why it was invisible: “Step by step, the trap looked like a career.”
The components were all legitimate. Agencies. Visas. Contests. Flights. Apartments. English lessons. Parties. Every element is a real feature of the international modelling industry, and none of it required adaptation.
What the files establish. A BBC News Brasil investigation found evidence that Jean-Luc Brunel used modelling agencies linked to him to actively seek out young women and girls from South America for Epstein — and to arrange visas for them to travel to the United States.
The money behind it. By the early 2000s Epstein was investing directly in modelling, giving Brunel a $1 million credit line to build the agency MC2 in Miami and New York.
Brunel was later named by the FBI as a co-conspirator in Epstein’s sex trafficking. He died in a Paris cell in 2022 while awaiting trial on charges of rape of a minor.
Ukraine documents the agencies. Poland documents the scouting corridor. France documents the apartment and the operator.
South America is the only jurisdiction where survivors have publicly described the complete sequence — the approach to the family, the contest abroad, the confiscated documents, the manufactured debt, and the selection.
That testimony is what a prosecution requires and what every other country’s file lacks.

Section 01
The Brazil Investigation
February 2026. Brazil’s Federal Public Prosecutor’s Office — the Ministério Público Federal, or MPF — opened an investigation into whether a recruitment network operating in Brazil was connected to Jeffrey Epstein.
What prompted it. The January 2026 DOJ release, followed by the BBC News Brasil investigation in which Brazilian women came forward publicly.
What authorities believe. That modelling opportunities may have been used as a pathway to identify vulnerable girls and bring them into Epstein’s orbit.
The scale in the archive. Searches of the released files return 2,000+ results for Brazil — a figure that, unlike Australia’s market data or Russia’s news digests, corresponds to documented operational activity.
Where Brazil sits internationally. It is now one of five jurisdictions with an open investigation into how Epstein may have used modelling as a route to systematically recruit women: France, Brazil, Lithuania, Latvia and Poland.
Why the Brazilian inquiry may matter more than the others. France has the operator and the apartment. Poland has a corridor and a suspect. Brazil has witnesses who have described what happened to them, on the record, with documents.
No charges have been brought. Brunel, the central figure, died in 2022.
France — two criminal inquiries, five magistrates; the Brunel case reopened.
Brazil — MPF investigation into a domestic recruitment network, opened February 2026.
Poland — reasonable suspicion of trafficking on Polish territory; assistance sought from France and Sweden.
Lithuania & Latvia — reviewing ties.
Two continents, one agency structure, and a principal who died before any of it could be tested in court.

Section 02
The Method
Assembled from the survivors’ public accounts. Each step is individually ordinary; the sequence is the operation.
The selection criterion, described by a witness. A Western European contestant who was 16 at the time — referred to as Laura to protect her identity — told the BBC that Brunel “knew exactly which girls were vulnerable.”
She added: “He seemed to control their finances.”
Read those two observations together. They describe a targeting method and a control method — identified by a teenager, at the time, without knowing who Brunel was.
Her account of his behaviour: “It was weird how he behaved and was always hanging out with the young Brazilian girls… He was behaving like a clown and only hanging out with quite young girls.”
Why “the girls from Brazil” specifically. Laura's account distinguishes them from other participants — they were the ones whose finances he appeared to control. Vulnerability was not incidental to the selection. It was the selection.
Kyiv — an agency co-founder: the women were told they were called to New York because they were the best. “In reality, they simply had no choice. The agencies were financially tied.”
Cape Town — a recruiter to Epstein: “the potential of girls is huge.”
São Paulo — documents taken, debt imposed, meetings arranged.
Financial dependency created through a legitimate business relationship is the mechanism in every documented source country. It is not a regional variation. It is the design.

Section 03
The Contest
Gláucia was 16 when Jean-Luc Brunel visited her family home in Brazil.
The purpose of the visit was to persuade her mother to allow her to travel abroad for a modelling competition in Ecuador.
Her mother was suspicious. The BBC records that plainly — and it matters, because it establishes that the warning signs were legible to a parent at the time.
But he seemed “very charming,” and she eventually agreed her daughter could go to Ecuador without her.
The competition. Gláucia travelled with Brunel’s team to Guayaquil for the Models New Generation contest. Local newspapers at the time reported that participants were between 15 and 19 years old.
What she noticed. The competition itself passed without major problems — but she grew suspicious when she was not allowed to contact her family.
Why the contest structure is so effective. It is publicly advertised, locally reported, and genuinely produces modelling careers for some participants. A parent researching it finds a real event.
It also moves a group of teenagers across an international border, into the custody of adults their families have never met, with a legitimate documentary trail.
Neither Gláucia nor Laura alleges abuse at the competition. What they describe is the point at which control began.
The BBC framed its investigation around three things: glamour, visas, and a mother’s doubts.
Gláucia’s mother identified the risk correctly and was talked out of it — not by deception about facts, but by charm and the plausibility of the opportunity.
That is the recurring failure across this entire archive. The information needed to say no was usually available. What was missing was any reason to distrust a well-presented, well-documented, apparently legitimate proposition.
The same is true of the universities, the banks and the tax authority.

Section 04
São Paulo
A woman identified as Ana, to protect her identity, gave the fullest account of the sequence.
The recruitment. She was approached in São Paulo by a woman promising modelling work.
The control. On arrival, her documents were taken and she was told she owed money.
The introductions. The woman then began arranging meetings with wealthy clients, including Jeffrey Epstein.
What she overheard. Weeks after her 18th birthday, she was taken to a businessman’s home in São Paulo, where she heard him describe Epstein as someone who preferred younger girls.
The selection. Days later, Ana and two other women were sent to a luxury hotel, where Epstein would choose one of them.
She says he selected her.
The corroboration. This is the part that lifts the account out of testimony alone. US Department of Justice records — including emails and flight logs — confirm Epstein was in Brazil during that period.
Afterwards. Ana later met Brunel at a party hosted by Epstein. He helped arrange a US business visa listing Karin Models of America as her sponsor.
She insists she never worked for the agency, despite the paperwork.
Across this site, flight logs have mostly served to establish who was socially proximate to Epstein — which proves association and little else.
In Ana’s case they do something different. A survivor described a specific event in a specific city, and independent government records place Epstein in that country at that time.
That is the corroboration structure that established what “massage” meant in Palm Beach in 2005: an account, matched to a record.
The method that works →
Ana places the São Paulo selection weeks after her 18th birthday, and says so herself.
This report does not describe her as a minor at that point. It records that she had by then been under the control of the recruiter — documents taken, debt imposed — for a period beginning earlier. The BBC investigation separately documents that Brunel approached girls as young as 16, and that contest participants included 15-year-olds.
Section 05
The Visa Machine
The single most transferable finding in this report.
A Brazilian woman who says she had a relationship with Epstein showed the BBC her US visa. It named one of Brunel’s agencies as her sponsor.
She says she never did any modelling work for him, and that the travel documents were arranged solely so that she could visit Epstein.
What that document is. A lawfully issued United States visa, correctly applied for, correctly granted, with a real company as sponsor — used to move a woman across a border for a purpose entirely unrelated to the stated one.
The agencies named in court records. Brunel used Karin Models of America and MC2 to recruit girls internationally. The USVI civil case against Epstein’s estate alleged he transported women to the territory “on the pretext of providing modeling opportunities, careers and contracts” before abusing them.
Why no forgery was needed. The H-1B and O-1 visa categories exist so that legitimate agencies can bring foreign models to work in the United States. The sponsor attests to the employment relationship. Nobody audits whether the model ever models.
The scale. Court records indicate Brunel brought in girls from several countries, including minors, and that Epstein helped fund the setup.
This is the mechanism that connects every source country on this site — Brazil, Ukraine, South Africa, Poland, Czechia. One legal instrument, applied as designed.
A modelling visa requires a sponsoring agency to attest that it will employ the applicant as a model.
There is no mechanism that checks whether the work ever occurs, no reporting obligation if it does not, and no consequence for a sponsor whose models never model.
That is the same structural failure documented in the USVI tax statute, the university gift policies and the bank reporting rules: a legitimate category, operating exactly as written, with no verification step.

Section 06
Why It Worked
The Brazilian reporting made an argument that most coverage of this case avoids, and it is worth stating directly.
LatinAmerican Post: the story “challenges the common view that glamour industries are separate from the country’s harsher social layers. They are not separate. They often come from the same inequalities.”
The recruitment did not target the powerless because they were easier to abduct. It targeted them because a modelling contract is a plausible route out of poverty — and a plausible route out is what makes a family say yes.
The three conditions the method requires:
- A real industry that genuinely transforms some lives, so the offer is credible.
- Economic disparity steep enough that the offer is worth risk.
- Legal border machinery that moves young women internationally as a matter of routine.
Brazil supplied all three. So did Ukraine, South Africa and post-Soviet Eastern Europe — which is precisely the map of the documented source countries.
The uncomfortable implication. Nothing about the mechanism was specific to Epstein. He funded and used an existing structure, and the structure remains.
Brunel died in 2022. The agencies, the contests and the visa categories did not.
Every documented recruitment territory shares the same profile:
Brazil — countryside approaches, São Paulo, the Ecuador contest
Ukraine — Kyiv agencies contractually tied to a New York agency
South Africa — Cape Town scouting, “mother agency” placement
Poland, Slovakia, Czechia — the Central European corridor
Not a coincidence of geography. A map of where a legitimate industry meets an economic gradient.

Open Questions
Most of this site documents what happened after Epstein acquired power. This file documents how he acquired people — and the answer is that he did it lawfully, through a real industry, with correctly issued government documents, targeting families for whom the offer was the best one they had ever received.
A mother in the Brazilian countryside was suspicious, asked the right questions, and was persuaded. That is the whole operation in one scene.
