Country File — Southern Africa

South Africa:
The Recruitment Territory

A man described in the files as "a recruiter of girls and/or women for J. Epstein" sent scouting reports from Cape Town. "The potential of girls is huge," he wrote in March 2014, planning a month-long return. Separately, Epstein hosted President Jacob Zuma at a private London dinner with a model invited for "glamour."

What Epstein Wanted in South Africa
Women — sourced through the modelling agency system, scouted by a man the files describe as his recruiter.
South Africa has no port deal, no surveillance contract, no development cover. The documented South African thread is recruitment. The Zuma dinner sits alongside it as a second use of the same resource: women deployed as social infrastructure at a private event for a sitting head of state.

Section 01

Daniel Siad: "A Recruiter of Girls and/or Women"

Content Note

This section documents evidence of recruitment activity targeting women. The material is drawn from released DOJ files and reporting by Daily Maverick (South Africa). Names and identifying details of women in these documents are redacted in the source materials.

The description. The files document a man identified as Daniel Siad, described in one email as "a recruiter of girls and/or women for J. Epstein." That characterisation appears in the documents themselves — it is not an inference drawn by reporters.

The method. Chat logs show Siad sending Epstein photographs of women from cities around the world for his review. The structure is that of a talent pipeline: scout, photograph, submit, await approval.

Cape Town, March 28, 2014. Writing about a woman he had met in South Africa, Siad notes her "mother agency" sent him her pictures wanting placement in Paris — and states his intention to return: "I d like to go back to south Africa to scout... I am planing to go in the end of may for a month, the potential of girls is huge and great people."

The subject line of that email reads: "One of the girls I meet in south Africa last time Ill send you more of other ones."

Daily Maverick's finding. South Africa's leading investigative outlet published its analysis on February 3, 2026 under the headline "How Jeffrey Epstein Used South Africa as His Hunting Ground." Their framing reflects what the Siad correspondence establishes: South Africa was not incidental to the operation. It was active recruitment territory.

The Language

Two phrases in this short email establish the nature of the activity:

"to scout" — the industry term for talent identification, deployed here across a national territory

"the potential of girls is huge" — a supply assessment, not a description of individuals

This is inventory language. It describes a population as a resource.

Section 02

The Ritz Dinner for President Zuma

March 2010. During Jacob Zuma's first state visit to the United Kingdom as President of South Africa, Epstein organised a private dinner for him at London's Ritz Hotel.

A Russian model was invited to add — in the words of one attendee — "glamour" to the evening.

Verification status. The FBI has not confirmed these claims and several details remain unverified. They appear in the files and in subsequent reporting.

What it illustrates. If accurate, the arrangement shows the specific service Epstein offered heads of state: not money, not policy advice, but social access and atmosphere. A sitting president on a state visit, hosted privately by a man who two years earlier had been convicted of soliciting prostitution from a minor.

Zuma's trajectory. Zuma served as president 2009–2018 and was forced to resign amid extensive state capture allegations. He was subsequently convicted of contempt of court and has faced ongoing corruption proceedings.

The Pattern Across Three Countries

The Zuma dinner is the third documented instance of women being deployed as social infrastructure in Epstein's African political operations:

Côte d'Ivoire, Jan 2012 — "very pretty girls" requested and confirmed before a presidential meeting

South Africa / UK, Mar 2010 — a Russian model invited for "glamour" at a dinner for a sitting president

South Africa, 2014 — Cape Town scouting trips by a documented recruiter

These establish that Epstein's African political operations and his recruitment operations were not separate activities. They ran through the same trips, the same people, and the same correspondence.

Section 03

The "Mother Agency" Pipeline

What Siad's reference means. His mention of a "mother agency" places the South African operation inside a specific and entirely legitimate industry structure — the one that made cross-border recruitment possible at scale.

How mother agencies work. A local agency discovers a model in her home country and becomes her "mother agency." It then places her with larger agencies in Paris, Milan, New York, or Tokyo, taking a percentage of her earnings. The mother agency handles her documentation, her travel, and often her housing.

Why it is exploitable. The structure is legal, ubiquitous, and almost entirely unregulated. It moves young women across borders, controls their documents, arranges their accommodation, and creates financial dependency through advanced expenses — every element of a trafficking control structure, operating openly as a legitimate business.

The connection to Brunel. This is the same infrastructure documented through Karin Models, MC2, and Jean-Luc Brunel's network — including Brunel's Ukrainian branch and the Kyiv agencies named in the DOJ files.

Structural Vulnerability 06

From the Africa hub: modelling & mobility pipelines.

"Mother agency" recruitment structures move young women across borders on the promise of work in Paris, Milan, or New York. The infrastructure is legitimate, widely used, and almost entirely unregulated — which is precisely what makes it usable for something else.

Cape Town's Position

Cape Town has a substantial, long-established commercial modelling and photographic production industry, driven by favourable exchange rates, light, and location diversity. It is a genuine hub.

That legitimacy is what a scout is using when he describes travelling there "to scout" for a month.

Assessment

What South Africa Shows

South Africa is where the African files stop being about geopolitics.

There is no surveillance contract to analyse, no port concession to trace, no aircraft sale to follow. There is a man describing a country's young women as "potential," planning a month-long scouting trip, and sending photographs to a convicted sex offender for review.

And there is a sitting president being hosted privately in London by the same man, with a model invited for atmosphere.

The two threads are not separate. They are the same operation using the same resource for two different purposes — supply, and social capital.

Open Questions

Who else was Daniel Siad recruiting for? The files describe him as recruiting for Epstein. His broader network is undocumented in available materials.

Did the May 2014 month-long trip happen? Siad states the plan. No document confirms the trip.

Which mother agencies were involved? The agency in the March 2014 email is not named in released files.

Has South Africa opened any inquiry? No.
