A 2015 email to the director of MIT’s Media Lab proposing to approach Robert Mugabe with a plan for a new national currency. Epstein described the country — fourteen million people, five years after the worst hyperinflation in modern history — as “a great petri dish.”

What Epstein Wanted in Zimbabwe
To treat a collapsing sovereign economy as a laboratory — and to be the man who rebuilt its currency.
Zimbabwe is where Epstein's instrumentalising language is most explicit and least deniable. A nation of fourteen million people in the aftermath of the worst hyperinflation in modern history was, in his own written framing, an experimental environment. Not a market. Not a partner. A petri dish.

Section 01

The "Great Petri Dish" Email

The phrase. In a 2015 email to Joichi Ito, then-director of MIT's Media Lab, Epstein described Zimbabwe as "a great petri dish" — a characterisation the African Press Agency singled out as revealing when reviewing the released files.

What Zimbabwe actually was in 2015. The country had endured hyperinflation that peaked in November 2008 at an estimated 79.6 billion percent month-on-month — among the most severe episodes ever recorded. The Zimbabwean dollar was formally abandoned in 2009. By 2015 the economy ran on a multi-currency basket dominated by the US dollar, with acute physical cash shortages, collapsed formal employment, and a banking sector unable to function normally.

What the phrase means. A petri dish is a controlled environment in which an experimenter introduces a variable and observes what grows. It is a term that describes the observer as active and the contents as passive.

Applied to a sovereign nation in economic catastrophe, it is the clearest single statement of how Epstein regarded the African states he engaged with. It is consistent with the African Press Agency's broader finding: that he viewed the continent not as an equal partner but as a landscape where access could be bought, leveraged, or manipulated for private gain.

The same vocabulary elsewhere. Epstein used comparable framing across his scientific philanthropy — describing human populations, reproduction, and behaviour as systems to be optimised. The Zimbabwe email applies that vocabulary to macroeconomics.

This is the environment Epstein characterised as an opportunity for experimentation, in correspondence with the director of one of the world's leading academic research institutions.

Section 02

The Currency Scheme

The proposal. Epstein proposed approaching then-President Robert Mugabe with a plan to create a new Zimbabwean currency following the collapse of the local dollar.

What that would have involved. Designing and launching a sovereign currency is among the most consequential acts a state can undertake. It requires a central bank framework, reserve backing, monetary policy architecture, international recognition, and public confidence. It determines the value of every wage, pension, and savings account in the country.

Epstein's qualifications for this. He had no formal training in economics or monetary policy. He never completed a university degree. His financial career consisted of a period at Bear Stearns ending in 1981 and a subsequent money-management operation whose only confirmed client for years was Leslie Wexner.

Who he had access to. This is the point. Epstein was not proposing to design the currency himself — he was proposing to be the person who assembled and introduced the people who would, through MIT's Media Lab and his wider scientific and financial network.

The outcome. No released document establishes that the proposal reached Mugabe, that any meeting occurred, or that any work proceeded. The scheme is documented as a proposal in Epstein's own correspondence. Nothing more is established.

What Zimbabwe actually did. In 2016 the Reserve Bank of Zimbabwe introduced "bond notes" — a surrogate currency pegged to the US dollar — which rapidly lost value. A new Zimbabwe dollar was reintroduced in 2019 and has since undergone repeated redenominations. No public record connects any of this to Epstein.

The Pattern This Fits

The Zimbabwe currency proposal is structurally identical to Epstein's other sovereign-level approaches:

Mongolia — a presidential advisory board to attract foreign investment and embed Israeli defence technology

Côte d'Ivoire — a national surveillance centre

Libya — recovery of frozen sovereign assets

Syria — a backchannel to remove a head of state

In each case Epstein positioned himself at the point where a state's most fundamental functions — its money, its surveillance, its assets, its leadership — could be influenced by someone with no official standing whatsoever.

Structural Vulnerability 02

From the Africa hub: procurement without oversight.

A monetary redesign proposal reaching a head of state through a private intermediary — rather than through the IMF, a central bank, or a treasury ministry — leaves no institutional record and requires no public scrutiny.

Section 03

Why the MIT Channel Matters

Joichi Ito directed MIT's Media Lab from 2011 to 2019. He resigned in September 2019 after Ronan Farrow's New Yorker investigation revealed he had concealed and laundered Epstein's donations to MIT following the 2008 conviction — approximately $7.5 million, recorded internally as "anonymous."

The routing decision. Epstein sent a sovereign currency proposal for an African state to the director of an academic media laboratory. That is not where such proposals normally originate.

Why he did. Ito was the same conduit Epstein used to manage which scientific topics reached Bill Gates — documented at EFTA01038315. The Media Lab gave Epstein something no financial institution would: institutional legitimacy, an interdisciplinary research brand, and access to a network of technologists and funders who would take a meeting because MIT asked.

What MIT's review did not cover. MIT commissioned an independent review after Ito's resignation. It established that Ito concealed the source of the donations and labelled them anonymous. It did not examine what agendas Epstein was moving through those relationships, or which sovereign and philanthropic targets he was steering Ito toward.

The Zimbabwe email is one of the clearest surviving indications of what that unexamined activity looked like.

The Institutional Failure

MIT accepted $7.5 million from a registered sex offender and recorded it as anonymous. Its director then served as a routing point for:

The donations were investigated. The influence was not.

Section 04

The Wealth Management Claim

Verification Status — Read First

The claim described in this section comes from an unverified public tip submitted to the FBI, not from a Bureau finding, a court record, or authenticated correspondence. The DOJ explicitly warned that the released files include unverified public tips and material of contested authenticity. Zimbabwean officials have dismissed the documents as inaccurate. It is documented here because it is in the official record — not because it is established.

The claim. An unverified FBI report from 2017 claimed that Epstein had acted as a wealth manager for both Robert Mugabe and Vladimir Putin.

Why it would matter if true. The United States imposed sanctions on Robert Mugabe and associated individuals in 2003 under Executive Order 13288, following the Zimbabwean government's conduct in the 2002 elections and the land seizure programme. Providing wealth management services to a sanctioned individual would constitute a serious violation of US sanctions law.

Why it is difficult to assess. The tip is anonymous and unverified. No corroborating financial record, correspondence, or account documentation has surfaced in the released files. Epstein's financial operations were, by design, extremely opaque — but opacity is not evidence.

The Putin element. The same tip pairs Mugabe with Putin. Epstein's documented Russia activity — the Vekselberg discussions, the Belyakov dossier request, the Jagland introductions — establishes real Russian network access. It does not establish a wealth management relationship, and Euronews' review found no evidence Epstein ever met Putin in person.

Zimbabwe's response. Officials dismissed the documents as inaccurate. No Zimbabwean investigation has been opened.

These two categories are kept separate throughout this file and should be kept separate by anyone citing it.

Why the DOJ Warning Matters

The Justice Department released the files with an explicit caution that they include unverified tips submitted by the public to the FBI, documents of contested authenticity, and material that "may include fake or falsely submitted images, documents or videos."

The release prioritised speed over verification. Responsible reading of the files requires holding that caution constantly in view.

Section 05

The Travel Thread

Zimbabwe appears in one further context: the travel planning of the unnamed associate known as "MD" — the neurosurgeon with foundation connections at the centre of the 2010 Kampala cluster.

In August 2014 she wrote to Epstein: "Can I go to Uganda and Zimbabwe? I don't need a visa.."

Epstein replied: "yes to 505" — granting permission from his New York residence.

A medical professional funding student associations across four countries required Jeffrey Epstein's approval to enter Zimbabwe.

What this establishes. Zimbabwe was not solely an abstract policy target in a proposal email. It was a place his network physically travelled to, under his authorisation, in the same period he was describing the country as a petri dish.

What it does not establish. The purpose of her intended Zimbabwe travel is not stated in released documents. Whether the trip occurred is not established.

The Permission Dynamic

The "yes to 505" reply — 505 being a reference to his New York residence — is one of the clearest documented instances of the control structure Epstein maintained over women in his professional orbit.

She was a neurosurgeon. She funded medical student associations in Nepal, China, Uganda and Tanzania at her own expense. And she asked permission to travel.

Assessment

What Zimbabwe Shows

Zimbabwe produced no transaction. No contract was signed, no money moved, no meeting with Mugabe is documented. By the standard of the Uganda aircraft sale or the Senegalese legal operation, nothing happened.

What Zimbabwe produced was a sentence. Six words in an email to an MIT director that describe, more directly than any other document in the African file set, how Epstein understood the countries he engaged with.

He was not proposing to help Zimbabwe. He was proposing to run an experiment on it — and he expected the director of MIT's Media Lab to find that framing unremarkable enough to act on.

That expectation, and whatever Ito's response to it was, remains unexamined.

Open Questions

How did Ito respond? The released materials document Epstein's proposal. Ito's reply, if any, has not been published.

Did the proposal reach Mugabe? No document establishes any contact.

Who else was copied? The wider distribution of the currency proposal is unknown.

Did the MD Zimbabwe trip occur? Permission was granted. The trip is not documented.

Will MIT examine the influence agenda? Its 2019 review did not. No follow-up has been announced.
