Uganda:
The Commercial Penetration of a State

The most concrete transaction in the entire Africa file set. On March 31, 2014, Darren Indyke — Epstein's personal attorney, placed in his innermost circle by investigators' diagrams and later left $50 million in his estate — was actively involved in a potential aircraft sale to the government of Uganda.

The email is direct. Indyke asks for an update on "Mr Scott, Uganda, and any other prospective purchasers." The reply confirms: "Uganda is doing their due diligence now. They are comparing two other aircraft."

The aircraft was a Boeing 727. Epstein owned multiple aircraft through shell companies; Indyke signed FAA registration paperwork on several. What this establishes is that Epstein's personal lawyer was marketing a multi-million dollar commercial aircraft to a sovereign African government while his client was a registered sex offender.

This is not a proposed meeting or a speculative introduction. It is a documented commercial negotiation with a national government, conducted by the attorney who managed Epstein's most sensitive affairs.

The outcome is unknown. The files show due diligence underway in March 2014. No released document establishes whether the sale completed.

The densest cluster of Uganda references comes from a single stretch: September 30 to October 11, 2010. At its centre is an unnamed woman — referred to by Epstein in warm, familiar terms — on the ground in Kampala, staying at the Serena Hotel, meeting the Ugandan Prime Minister, and reporting back to him.

Her ambivalence is in her own words. Uganda "isn't a priority for me personally" — but she was the one who had to go and "showcase the work."

Epstein's reply is among the most telling passages in the file set: "If you think the ugandas are more important than finding a solution for your life, there is little advice I can give." He is not dismissing Uganda — he is treating her presence there as real, but subordinate to what he considered her more serious personal situation.

He offered to fund her Africa travel himself: "do you want to come back from uganda through paris? I would like to figure out how to send my great friend Shelly to help on some of the more exotic africa excursions .. I would fund it."

Who was she? Identified only as "MD" in earlier documents — a figure with a neurosurgery career, connections to a major foundation, who wrote that she spent "10K per year supporting medical student associations in Nepal, China, Uganda and Tanzania." She sought his career advice, reported her movements, and received gifts and travel offers.

Identifying her is the single most consequential outstanding task for any journalist pursuing this story.

November 2018. The Miami Herald had already published its exposé on Epstein's plea deal. His crimes were public knowledge. The emails continued.

Epstein introduced Dr. Harry Fisch — a New York urologist and officer of the pharmaceutical company Veru — to Boris Nikolic, then managing director of Biomatics Capital and previously a top science advisor to Bill Gates.

The purpose was commercial. Fisch's company had merged with the Female Health Company, manufacturers of the FC2 Female Condom. Fisch wanted Nikolic to introduce him to the Gates Foundation for grants to distribute female condoms across Africa.

In the email chain, the Uganda shortage is cited explicitly: "Uganda: 3 million units" — the quantity requested and not supplied.

Epstein was the broker. He sat between a urologist with a pharmaceutical company, a former Gates Foundation insider with venture capital access, and an African public health supply chain — eight months before his arrest.

Separately, the associate "MD" had documented that she funded medical student associations in Uganda and Tanzania at $10,000 per year, establishing a second philanthropic channel through which Epstein's network engaged Ugandan medical infrastructure.

The July 2014 itinerary. Emails circulated in Epstein's network proposing a structured trip for an unnamed woman: Cape Town (3 days), Uganda (2 days), possibly Tanzania (2 days). Not leisure travel.

The most detailed version, dated July 22, 2014, included a Kampala stop at the Uganda Slumdwellers Federation — an organisation that negotiates with the Ugandan government on resettling informal urban communities. Briefing notes covered rapid economic growth, urbanisation, and resource management. The itinerary specified the Serena Hotel — the same hotel from the 2010 trip — with visa lead times and Entebbe Airport flight segments.

The Acumen Fund letter. The Uganda files include a letter from Jacqueline Novogratz, founder of Acumen Fund, writing to Epstein about Acumen's first Uganda investment: the Gulu Agricultural Development Company, a cotton enterprise in northern Uganda.

Novogratz's correspondence does not imply wrongdoing on her part or Acumen's. Many legitimate development professionals corresponded with Epstein. But the documents show how he used the world of NGOs, foundations, and development finance as one more layer of influence architecture.

Uganda is the clearest single-country demonstration of Epstein's full commercial method. Four distinct threads — aircraft sales, controlled personnel, health supply brokering, development cover — all running simultaneously through one country over a decade.

None of it required him to be present. He operated Uganda entirely through intermediaries: his attorney selling the aircraft, his associate on the ground in Kampala, his introductions moving between a urologist and a Gates gatekeeper.

The open questions: Did the 727 sale complete? Who is "MD"? Did Fisch obtain Gates grants? Did the relationship continue past April 2018? None are answered in the released files.
