Every quotation on this page is drawn from provenance-safe text — passages independently anchored to the document they are cited from. Of 633 documents mentioning Afghanistan, 241 have anchored text; 392 do not and were excluded. Nothing here rests on unanchored material.
Epstein had no role in public health or diplomacy. What the documents establish is what reached him, and when.
Section 01
Vaccination as a Ceasefire
The idea reaches Epstein in October 2012, from Bill Gates’s science adviser, under the subject "vaccination as a mediator of Peace."
The precedent described is El Salvador, where "the carnage should stop for three ‘days of tranquillity’… as many as 20,000 health workers immunized 250,000 small children against polio, measles, diphtheria, tetanus and whooping cough. This process was repeated every year until the end of the war six years later." A parallel from Uganda in 1986 follows.
Section 02
Why It Was Failing
In March 2013 Epstein forwarded an analysis of the obstacles, under the subject "pass along if you want."
The campaign, it records, "has been characterized by some of its critics as a plot to sterilize girls and to make boys impotent… It is said to be against Islam because some of the inoculations use attenuated (‘live’) vaccines."
And the security position: "Foreign health workers (even before the capture of Osama bin Laden) are regarded as spies, while local NGOs are labelled as slaves of spies. The campaign has also been instrumentalized by some armed groups… that say ‘we’ll stop the attacks on health workers if you stop the drones.’"
That last clause is the hinge of this page. Vaccinating children had become a bargaining counter in a counter-terrorism campaign — and the documents show that understood, in writing, in the channel Epstein sat in.
The reference to "even before the capture of Osama bin Laden" is doing heavy work.
Suspicion of vaccination teams as intelligence cover was longstanding — and the documents treat it as an established obstacle rather than a novel claim.
Section 03
Why Vaccinators Were Treated as Spies
The documents on this page treat suspicion of health workers as an established fact requiring no explanation. There is a reason for that, and it is not a rumour.
In March 2011, ahead of the raid on Osama bin Laden’s compound, the CIA ran a fake hepatitis B vaccination campaign in Abbottabad, Pakistan. A local physician, Dr Shakil Afridi, was recruited to run it. The purpose was to obtain DNA from children inside the compound and match it against a sample from bin Laden’s sister, who had died in Boston in 2010. Documented
The campaign was deliberately begun in a poor neighbourhood "to make it look more authentic," then moved closer to the compound. Only the first of the standard three hepatitis shots was ever given before the team relocated — so the children who were vaccinated received an incomplete course. The operation failed to obtain the DNA.
It became public through The Guardian in July 2011. Afridi was arrested and imprisoned. The fifteen health workers who assisted him were barred from future employment.
On 16 May 2014, the White House conceded the point. Lisa Monaco, then the president’s counter-terrorism adviser, wrote to a dozen deans of American public-health schools confirming that since August 2013 the CIA would no longer use vaccination programmes or workers for intelligence purposes, and "will not seek to obtain or exploit DNA or other genetic material acquired through such programs." Documented
Polio cases in Pakistan rose from 198 in 2011 to 306 in 2014.
Vaccination teams were attacked and killed. The Taliban banned campaigns in areas under their control. WHO was obliged to state publicly that its polio programme had no connection to Afridi’s.
One estimate cited in Scientific American held that the distrust sown could delay eradication by twenty years.
It also explains the Afghan Taliban’s condition that "no foreigner should be involved," and why a personal letter from a high-profile American, days after a drone strike, was read inside the channel as damaging. The people negotiating polio access were working against a real precedent, not a fear.
Nothing connects Epstein to the Abbottabad operation. This section is context for the correspondence, not a claim about him.
Section 04
May–June 2013: Drones, Imran Khan, and Karzai
Six weeks in 2013 show the collision directly.
30 May. A CIA drone strike kills the Pakistani Taliban’s deputy leader. The same day, a message reaches Rød-Larsen headed "drone death of Taliban No 2 in Pak will complicate polio negs." Epstein forwards it to Boris Nikolic — to Gates’s own science adviser.
7 June. Gates sends a personal letter to Imran Khan seeking his party’s cooperation in Khyber Pakhtunkhwa. The reaction inside the channel is dismay: "I wish BG had consulted you before doing this. Let me see what the fall-out is and how we can rectify the damage caused by this very public affair. Eg. only a few weeks ago, the Afghan Taliban issued a letter supporting polio eradication in Afghanistan, but insisted ‘no foreigner should be involved.’ This letter by a very high-profile American, a few days after the US droned the No. 2 Pak Taliban leader!!!"
8 June. "BG spoke on telephne to Prez Karzai of Afghanistan… This telephone conversation, on polio eradication in Afghanistan, took place yesterday." The world’s largest private funder of vaccination was telephoning a head of state, and it was reported into a channel that included a convicted sex offender.
The Taliban reply, relayed a day later: "Imran Khan is not our leader, we do not follow him, he cannot dictate to us… we want an ‘Islamic’ explanation on polio vaccination!" — noted as appearing in the IPI Mission Report.
By November the assessment had shifted: "Some success/softening in Taliban position… after strenuous efforts by IPI and others, and completely under the radar."
It does not show that Epstein advised Gates, influenced the polio programme, or affected any outcome. He appears throughout as a recipient and a forwarder — but of material about live negotiations with armed groups, at the intersection of a vaccination campaign and a drone war. Unresolved
